User can only edit one term

Is it possible to create a new capability (and thus new role) that restricts the editing of a CPT term to specific users?

So for example, I have a role “Movie Buffs” who are only allowed to edit the CPT term “Comedies”. How would I create a new capability that I’d assign to my new role? Or is there another way to do this?
