User cannot access backend

I need to create an ‘admin’ who can only manage users (except those with admin roles), and nothing else.

I created a role with those capabilities (add/edit users) – but when he tries to sign in via the backend, there’s a ‘You do not have sufficient permissions to access this page’ error immediately after logging in. I’m sure I’m missing something!
