User Delete gone

Your User Roles & Capabilities looks like just what I need. However, after installing and setting a couple of capabilities when I go back to the All Users screen. Pointing at User Name does a drop down of
Edit | Roles & Capabilities but there is no Delete to delete a user.
Am I missing something?
