User levels

Is it possible to change what users at different user levels are allowed to do?
For example I would like to allow users at level 4 to manage pages.

I suppose a Level 5 user wouldn’t work, eh?
No, because I don’t want them to be able to edit lower level users.
Is there really no way to change this?
Would be grateful for an answer.I would like an answer too – I’d like to be able to have certain posts visible only to registered users, but allowing people to register themselves gives them immediate access to all posts, unless I use the post-level plugin to post at level 1 or above – but then they can only see the posts if I promote them to level 1, and that gives them some admin rights, which is not what I want to do.
Answer: in wp-admin folder, open menu.php – the minimum user-level for each action can be set there.

I was able to…. If I got this right, didn’t exactly change the Permission but just changed it so different User Levels won’t see the menu options in their Admin. I took away the Dashboard from all the User Levels, and left most with just Write Tab and Write Post.
