User Media Insert Menu

Here is what I am trying to accomplish. Anonymous users should see a list of sites. Each site should have several PDFs associated with the site. Privileged users should be able to log in and easily pick which sites each PDF in the library is assigned to. All changes should be logged. I’m looking for some kind of drop-down menu or radio button page that will allow someone with no WordPress experience to assign PDFs to sites.
