user notes, conditional notice

For User notes – Allow users to create public and private notes from their profile, wondering if user can send another user public message, two of them chat in community. Can non-registrants also has the right to reply?

For conditional notice, may I know if referring notice by email or get pop up notification message on website portal (after log in).
