User Permissions

We use this plugin exclusively for winter weather closings. Last year, all of our users could go to a page and set a popup for that page. This year, I can’t seem to event get the Popup Builder to show in the left menu if the user isn’t an admin. Is that by design, or are there specific permissions I need to set for other users? I am using User Role Editor to fine-tune permissions and have allowed everything that has sgpb_popup/popups appended, as well as allowing all permissions under custom post types. Any guidance would be appreciated. Thanks!
