    What user permissions are necessary to access this plugin? Is it possible to provide the necessary permissions (via a user role plugin) so a custom user can access it?

    You can change the minimum role required to see the logged mails in the settings. You can add a custom capability to WordPress and assign it to the user and select it in the plugin settings as well, I guess (untested approach).
