Are you currently using any membership plugin i.e. Ultimate Member?
Even though you have not allowed user registration on your site, some plugins can bypass this setting and still allow user registration. Try deactivating any plugins that handle user registration. This should fix the issue.

There is no such plugin. All the plugins I am using are either for Page Builder or form generation.

In this case, the most likely cause is the form plugin. Some form plugins can create new users, even when the “User can register” option is not selected.
Could you please confirm if any of the forms active on your site currently have a “User registration” or “Create User” option enabled? Also, could you let us know which form plugin (or even better, a list of all active plugins) is currently activated? This will help us narrow down the issue further.
Could you also perform a test on this page your-site.com/wp-login.php/?action=register and see what is displayed? Normally, registrations shouldn’t be allowed.
After doing all this, everything looks good on your end. You might want to consider that your site might be compromised. WordPress has a useful guide for this situation: https://ww.wp.xz.cn/documentation/article/faq-my-site-was-hacked/. This should be a last resort.
