WP Job Manager only adds an Employer role, which is assigned to anyone who posts a job, but the role doesn’t actually do anything, it’s just there for third party themes/plugins to use, and so you can optionally use it to restrict content etc.
For the kind of setup you want, you’ll need a Role/Capability Manager plugin.

Is Role/Capability Manager plugin manage the user within word press or manage Job Manager itself?

Be careful with it though; it’s easy to accidentally and permanently mess up your sites permissions structure.
