user role registration status

    When defining user roles and setting registration status , following 3 options are provided.

    • Auto Approve
    • Require Email Activation
    • Require Admin Review

    I was going for Require Admin Review and made a test. But I was surprised to see that I did not get any email regarding email verification.

    How can i force it so that after registration user should always get email first so that email can be verified and only after then he gets email pending review email.

    could there be a 4th option like Verify email first and Require Admin Review
    Can you plz guide how i can achieve this with hooks ? as I am in dire need of this
