Yes, it is possible to have a user-submitted and maintained directory entry listing with admin moderation. You need the Link add-on. Here’s the link to the add-on:

I can use those for my admins to add new listings so they don’t have to go into the backend of WordPress.
I think for public submissions, it may be better to just use a contact form type of submission. (I don’t want the general public to register) I can just build a contact form for that unless you had something already.

You can utilize the Form add-on to take moderated submissions into the directory without requiring WP User registration.
