    I had this happen on a site under similar circumstances.

    Look in the wp_usermeta table. You’ll find records for at least one user who is not in wp_users. Delete that row / those rows. (Backup first!)

    I think this is the result of a bad script from the hack that creates usermeta records but fails at creating user records.
