Users role attribution

Dear all, thank you for this great plugin, I have a question though.
I can give page or post capacities to a Shop Manager and it works well, but when it comes to User management, nothing happens. I gave the Shop Manager role all power on users, and however they cannot edit them nor give them other role than “client”. Am I missing something? Thanks a lot for any input.
