Is it not possible to download the widget using my ipad? I just get a message that says Safari cannot download.

Unless you have an app that can handle ZIP files (Dropbox, WInZip ..) installed, you can’t download them on iPad.
But there’s no need to download. You can install the plugin right from the WP dashboard – https://ww.wp.xz.cn/plugins/google-maps-widget/installation/
