Using KML map is not drag pannable

I have a KML file that I derived from the Election’s Canada 2013 representation order (ie boundaries of all the canadian ridings for the next election) and stripped out all the data but the one electoral district that I care about.

It renders fine with one notable issue. The map is not draggable if the mouse is inside the boundary of the region. Is there something I can do to force it to work “properly”?
