Using Shadow Theme, Mobile is not working properly

I have been working with the shadow theme for a couple of days now. Its equipped with bootstrap so i’ve been using that as my framework. I’ve incorporated some media queries for the top section so that it would look nice on mobile. If you size your browser on your computer it works fine, but when i look at it on my phone only i get a completely different look.

I am at a complete loss for what is going on. I’ve included <meta name=”viewport” content=”width=device-width” /> within the header.

I also ran my site through page speed insight and what it picked up for the site was straight html and no css. That seems really weird. Super thanks to anyone who can help!
