using wordpress as an open forum?

hi

is it possible to use wordpress (or any other CMS) as an open forum for people to upload freely images?

I don’t want to have to force people to open accounts etc. Just click an upload image button or something and then upload their image.

Perhaps another CMS is the way to go with this…any suggestions?
