which brings up another thought – maybe it would be good to allow ‘0’ in the future date field for non-expiring announcements – v3 doesn’t seem to allow this and sets the announcement to inactive
I already thought of it, but now you can set a longer to date instead to 2018 like that ..
Also make sure that announcement is enabled, location rules are set proper.

looks like there may be a conflict with WP Fastest Cache, but i can’t say for sure
several times i dumped the cache both on the server side and my browser and they were not working, then i disabled and re-enabled Faster Cache and they are showing now
however…
i cannot link any text using the ‘link’ UI because it is impossible to close it – the ‘x’, ‘cancel’ and ‘add link’ buttons, as well as Esc, do not exit the UI (the same UI works fine for posts/pages)

fyi – the “problem” with WP Fastest Cache is that it doesn’t delete the cache immediately, but rather runs a script to reduce server load (which seems strange), so that’s why i wasn’t seeing the changes i made with announcer until a after a delay
so, no incompatibility with WP Fastest Cache i would say
