Of course you can do that, and (beside this being a free plugin) there are ways that doesn’t worsen user experience.

This is not one of them.

Moving the settings page out to the top level, just to be able to add a ad-only, otherwise totally non-functional page? What were you thinking?

If I were you I would put the page back to the “Settings” and figure a different way to advertise your other plugins.
