    Do users need to fill out correct billing information for the card they are using? If so, can I use the default Woocommerce billing fields on the checkout page?

    Yes, that is correct. You can learn about Stripe verification here: Verification Checks

    Yes, the Stripe plugin uses those fields itself and your customers have to fill them when they checkout.
