The Plugin would work on older versions but was not tested yet.
Just today I’ve installed it on 5.4 and it seems to work as normal. I will make some testing and release a newer version to support the older versions soon.
Workaround till then:
– Download the Development Version of the Plugin from here: https://ww.wp.xz.cn/plugins/add-customer-for-woocommerce/advanced/
– Open the Zip and change “Requires at least:” to 5.4.0 in “add-customer-for-woocommerce.php”
– Upload and install the Plugin

I was not getting install, but after your instrunction the wordpress not blocking and its ok.
NOTE: I'm from Brazil and here, all payment methods built and used on woocommerce requires a plugin: https://ww.wp.xz.cn/plugins/woocommerce-extra-checkout-fields-for-brazil/
I tested it with your solution, and work perfectlly ! You can put this information of compatibility on description of plugin to news the people that is compatible and work 100% . After your revision in case think be necessary, of course ;)
Any news about our tests in Brazil I can report you to help on development of your solutions.

Thanks a lot for your feedback. I could not find any compatibility issues as well, therefore I will add support for 5.4.0 to the next version of the plugin.
