View all comments and comment notification issue

As an administrator of a multisite web site, I would like the ability to scan all the comments. This is useful for editing, approving, rejecting, or whatever. However, as it stands now, I have to look at comments on a blog by blog basis. Is there any way to view them all in one place?

Also, (and yes, I’ve seen this question asked in many places), I’m confused on what the check box does in Settings >> Discussion >> “E-mail me whenever anyone posts a comment.” I understand “me” to be the administrator, since authors or anyone else would not have access to that setting. However, the “anyone” is causing problems because I only seem to get comment notification on the posts that I authored. We have several other authors, and as an administrator, I want to get all the comments so that I can review them. What is going on with this setting?
