Are you using any caching plugin? The plugin was not updated since 2 months ago so I am not sure why it will break.
It still works on my website on 4.4.2 https://lesterchan.net/blog/2016/02/05/synology-diskstation-ds216/ refresh the page and the view count +1.
It also works on the default theme with 4.4.2 https://lesterchan.net/wordpress_dev/2016/02/04/test-ratings-3/ refresh the page and the view count +1.
So it is likely something on your end, I’m 100% sure.

i’ve started to using hypercache. not sure that the previous cache plugin was working…

Nope, the plugin views will be cached on the HTML until the cache is expired. That is how it works.
so for good work i need to delete cache plugin?
Yeap. and ensure WP_CACHE is set back to false in your wp-config.php
