It’s asking for your FTP login credentials. If you don’t know your FTP login credentials, contact your hosting provider.
I’m accessing via my c/panel to install wordpress. For whatever reason it isn’t completing the task. I have my webhoster looking into that now.
Yesterday they reinstalled a previous version of wordpress ‘2.9.2’ and since then that has created other problems.
I’m not tech saavy mate, and I’m struggling to interpret all the info everybody has given me so far, but I’m at the point where I think that reinstalling the latest version on all my domains is going to be what corrects the problem, but I’m concerned about losing three years worth of data. My webhost techies are apparently looking at this particular problem I am having. They say they have never experienced this kind of problem before. My webhoster is Canadian Webhosting.

From just that, I’m betting that something is interrupting the connection, which probably resulted in corrupt files. In that case, reinstalling the files should fix it. Make sure that you delete and then replace the files (don’t overwrite them).
I’m concerned about losing three years worth of data.
Just backup the database:

Which files would be corrupted. I can get my webhoster to back up the files–they collect enough money from me. It’s the least they can do.

It’s hard to tell, which is why I recommend deleting then replacing your copies of the /wp-admin/ and /wp-includes/ directories with fresh copies from the download. It covers most of the core files.
Lol, upgrade was successful, but still same issue with visual editor.

I go into the public html– double click wp-admin and then a lot of files with data are loaded, from css to widget php files.
Are you suggesting that I deleted the entire wp-admin file and then create another one in using notepad then uploading. What would I put in that file? Where would I find that information, or do I just upload a blank file folder that says wp-admin. Mate I’m confused.
1. Download WordPress.
2. Access your server via FTP or your hosting provider’s file manager.
3. Delete the /wp-admin/ and /wp-includes/ directories.
4. Upload new copies of the /wp-admin/ and /wp-includes/ directories from the download that you made in step 1.
Thanks mate. I’m going to pass this info on to the techie at Canadian Webhosting; let him deal with the problem, after all it worsened after they started mucking around in the database.

I don’t exactly know what I did, but for whatever reason the visual editor is visible again, and working. Still no box appearing when I click on comment reply, but I can work around that.
Not sure if it’s temporary and I have yet to publish post, but I’m going to give it a couple of days to see what happens.
