Is this the only condition set inside single visibility conditions group? If there’s more than one condition (e.g. “categories” and “URLs” at the same time” then you may need to set the group to “Show if ALL of the following conditions match” rather than “Show if ANY”.
If that doesn’t help. we’ll need to take a closer look at these settings so would you mind exporting your popup and sharing it with us?
To export popup, simply go to the “Hustle -> Popups” page and use “Export” option under the “gear” icon next to the popup in question. Upload given file to your Google Drive, Dropbox or similar account and then post direct link to it in your response here.

To share that .json file simply upload it to your Google Drive, Dropbox or similar and post link to it in response.
The file doesn’t include data such as possibly submitted e-mails or similar, it only includes the popup itself.

Thank you for sharing the pop-up. I was able to replicate the same issue and the conditions seem to be valid. I escalated this case to our SLS Team. We will post an update here as soon as more information is available.

As mentioned I was able to replicate this on my lab site too and on our SLS Team as well. The problem seems to be related to the code that handles that visibility case and, unfortunately, there’s no filter/action available at that point to modify that behavior.
A workaround could be to change all the visibility conditions to its logical inverse equivalent:
Show when all of the following conditions match:
1. Visitor’s device: Desktop only
2. Number of times visitor has seen this module: If seen less than 3
3. Pages: (no changes).
