Visual Editor glitchy behavior

Getting somewhat glitchy behavior with the Visual Editor in the latest WordPress, no other plugins installed, multiple theme and browser tests.

After adding Visual Editor to widget block and closing visual editor edit window then dragging widget to another position, suddenly tabbing between visual and text mode stops working. Neither can I enter text. If I close the visual editor edit screen and reopen, then it seems to work again. But drag it again and have to close/open to reset. Doesn’t happen every instance. Almost seems random.

Anyone else experiencing this behavior?
