Visual Editor Missing Almost Every Button!

I just recently registered two new blogs, and while one’s visual editor works fine, the other is missing tons of buttons.

I have double checked that the “Disable visual editor when writing” is unchecked, but it’s still not working. Any ideas? Or what folder should I re-upload to try and fix it?
