Visual Editor not Working

when trying to add new post or page I have no visual editor, the box is plain white, when I type the text comes up white. Also when i switch to html the text shows up but when switch back to visual the text is all white and in html mode. I don’t know why the visual editor tools are not there. I’ve tried on several browsers but it doesn’t work on any and i’ve tried re-installing wordpress. I don’t have any plugins activated and I have cleared my browser cache but nothing seems to work. Also I feel i should add I am very new to website design, hosting etc so really do not know what to to do to solve this. Hope you can help.
