wait 5 seconds before counting view

is it possible to delay the view count in case to make sure the user really stayed in the page for at least 5 seconds? I have a photography contest website which has hundreds of photos in each contest and i want to be able to count views that are “real” and not just browsing through..
and also would like to know if the count is based on cooky or ip
