waiting time on post

Hi, i have a question before buying your chat plugin for wordpress. i’m looking for a plugin just like yours but i would like to know if it possible to add a feature to your plugin. on every post have 1 minute waiting time.

example: Channel 1 have 15 users. let say admin post something on that channel, if user 1 post a comment i would like user 1 to wait 1 minute before posting again. same goes with all other users. this feature does not apply to admin, admin can post anytime
