Want invisible until needed text display plugin/widget

    Looking for something which would be the ‘snow emergency’ (etc) announcement on our site. Would normally be invisible but when sent some text would show/blink/scroll/etc across the frontpage screen. Ideal would be if it could receive an email to update it (with some kind of passwording, of course).
