You will have to ask over there:

Thank you. What is the difference between .com and .org for wordpress? Why is there a difference?
In my own perception of things, wordpress.com is a great place for folks either needing or wanting to not have to do all the technical stuff necessary for setting up and maintaining a self-hosted site where your “on your own”, so to speak. However, self-hosted sites have much more liberty to use free themes and plugins unavailable at the incubator.

Edit: With a self-hosted site, your support forums are right here at ww.wp.xz.cn.
How can I go about getting a refund for the money I spent?
You’ll actually have to ask the people you purchased the theme from about a refund. WordPress.COM isn’t part of that transaction and can’t do anything about it.
If you want to set up a self-hosted site and use that theme, see:

ty, yogi. I have only one eye that can read, and I had mis-read! ;
No problemo :)! They’d say the same thing anyway.
I also purchased my domain and a year of hosting…
If you decide to move to self-hosting, you can leave your domain registered right there and simply re-point it to the servers at your new host…and then maybe wordpress.com will even apply any kind of extras credit you might have coming toward domain renewal.
