same thing for me, as i was testing.
– it works well with variable products as expected.
– customer and admin received confirmation email.
when i restocked the variable, no emails were sent to customer.

Only when I update the stock through product edit page
However, whenever I update the stock using BEAR BULK EDITOR plugin the event to send email to subscribers is not triggered.

Hi @ahawad, our plugin sends mail if you update product stock via WooCommerce Bulk Editor.
Now, it seems like the plugin you are using for bulk edit uses another hook/filter. Hence the mail is not getting triggered.
So, please ask the plugin author whether they will be interested into making their plugin compatible with us, so we both can work on this compatibility
