This issue is a common issue and is usually caused by something blocking the JSON activity that replaced the standard WooCommerce “Place Order” button with our generic PayPal button. Without using the PayPal button, the order will always get this error and the payment will not succeed.
In order to find out what is causing the button not to be replaced, you may want to perform a full conflict test to rule out eventual issues with the theme or a different plugin. We recommend temporarily activating the default theme Storefront and disabling all other plugins except for WooCommerce and PayPal Payments to see if the behavior persists.

I fixed this issue by disabling the PayPal payment processing option and just use the Stripe option.
