Website loading error and DNS settings

I found out that my website is not opening/loading under automatically received DNS address saying “Error, Google Chrome could not find the website sir-mar.com”. Other browsers either. I had created and published my website under DNS 8.8.8.8 and 8.8.4.4. Could this be the reason? After formatting windows 8 and thus DNS address resetted (to automatically received)it is not opening. I had complaints from visitor about this issue and I think I know the reason now. When I change DNS it is OK, opening but I cannot tell all visitors to change their DNS to be able to visit my website.

How can I configure my website to be loaded and visited by every computer using any DNS? This is very important for me. My company is an export company and the best way to be able to reach potential customers worldwide is advertising my website, but this situation disappointed me. Thanks alot for your help in advance.
