Website not clickable

My website is unclickable until a second refresh is performed. This is the case regardless of whether the user accepts or declines cookies. One must reload or refresh the site for it to become clickable and usable. What are the default scripts that must be exempted from deferring for Cookie-Yes? Do you have them listed somewhere for reference so I can one by one check. Perhaps this is a common issue with a solution (I haven’t been lucky to find yet). I look forward to some pointers from you.
