I’ve checked your website and I cannot see the W3TC footprint on it. Is W3 Total Cache installed?
I’ve tried to replicate the issue and yes I can see the “skip to content” issue when visiting the website with iPhone and testing on Google page speed. However, again I am not seeing W3 Total Cache installed. I can see when inspecting your website the following header: x-endurance-cache-level: 2 which suggests that you are using Bluehost Endurance Page Cache. Can you please confirm this and if W3 Total Cache is enabled?
If so you should disable the Bluehost Endurance Page Cache to avoid issues with using multiple caching layers.

I just turned off the endurance cache and yes w3 total cache is installed and it’s enabled

If the issue still persits when W3 Total Cache is disabled that means that the issue is not related to W3 Total Cache.
Since the issue started after you enabled Asset CleanUp: Page Speed Booster please reach out to their support for more assistance with this.
