Can I add periodic product orders to specified customers from the administration screen?
You have the ability to manually add products to orders using the following documentation page:

If you are looking to create orders that automatically recur, you can do so using the WooCommerce Subscriptions extension:
https://woocommerce.com/products/woocommerce-subscriptions/

But I already using the WooCommerce Subscriptions extension and
I made a periodic product.
However,but I did generate an order manually, that periodic product will be a “regular product”.
If the order is generated manually, will the periodic setting be OFF?

If you manually created a subscription, the process for that subscription will always be manual. This means payments will not be automatic and manually adding a subscription does not send out order emails; those need to be sent manually also. Here is a support page to explain further:
