Where is this Plug in Based

Hi all, this is my first time participating. I work for a tribal community, and we have a directive to protect our sovereign immunity. We only work with US-based companies or software. If we ever have to go to litigation, our sovereign immunity will be honored and protected, which is not guaranteed in foreign countries. Any insight into the origins of this plugin would be greatly appreciated.
