It still sends to all subscribers but trailers the number of emails sent by using the email BCC header.
For example if you have 100 subscribers and you set 1 recipient per email then 100 emails are sent. Iy you set 25 recipients per email then 4 emails are sent, each with 25 subscribers in the BCC header.
This used to be a useful way to work around hosting limitations but many hosting providers count the number of recipients now rather than just emails so it is way less useful now than it used to be so he default setting is 1.

I have no control directly on the free version of Subscribe2 anymore but out of curiosity, what change would you propose?
#2 changes:
1. Be able to select the users who receive the email
2. Show the user’s subscription time (now there is only the date)

You second point is simple enough and will be in the next release of the paid version that I develop.
You can currently control user subscriptions to have control over who gets the email. I’m not sure how else this might be made to work in a user useful way.
The second point you can also put in the free version, it is not an important option, it is a completion.
