You don’t have a theme, but not even the make-up for the dashboard. Are you sure you uploaded EVERY file from the extracted WP download? It seems to me that you don’t have a single CSS-file on your server.

Try uploading WP again (overwrite is the easiest way and if it works…) and be sure to add all files (the folders AND the files in the root of the WP folder on your computer).
