Whitelist valid users?

I know there is a whitelist feature but, it seems as though once that feature is turned on, only those ips can access the login page. What I am looking for is the ability to whitelist ip’s so that they are not locked out if they screw up their username and password.

Essentially, I’d like to create users who are immune from the “login lockdown” feature. Is there a way to do that or any plans to add that feature?
