Who do I send core code to ?

I’ve recently started developing php using zend’s eclipse instead of vim.

Zend’s parser found coding practices that were flagged as bugs in install.php and function.php. I cleaned them up and would like to submit them so the cleanup idea could be included in later releases.

Who do I send the code to ?
