It appears that your site might be hosted by Automattic. Free wordpress.com hosted sites are limited to the plugins they provide for you. You can’t upload your own. Reference: http://en.support.wordpress.com/plugins/
Is there anyway I can change the host so that I may enable the use of plugins on my site?
Yes, if you move from wordpresss.com to a self hosted solution, you can do pretty much whatever you like with your site – within your hosts TOS, of course. WordPress.com and (vs) ww.wp.xz.cn
How does one go about doing that?
Will I still be able to use WordPress to post all of my content even if we change hosts?

Can you elaborate a bit more? I too am looking for a ww.wp.xz.cn site so I can create a custom site using plugins, specifically a webinar plugin I recently purchased called WebinarIgnition. I am using BlueHost to host my site, and I’ve downloaded the WordPress utility version 4.0.1 but even with this I don’t see where I can add plugins. I feel this this is how I, as a clearly under experienced web page developer, can access the benefits of ww.wp.xz.cn without having to invest in my own server.
