WHY the function get_option() may return FALSE?

    Hello.
    On my localhost machine the function get_option() returns FALSE:

    var_dump(get_option(‘users_can_register’));

    I think the reason is in mysql settings, but which are the settings?
    Please help me. I used a default installation of WP and default installation of phpMyAdmin.
