If you are using a cacher plugin, read the Troublsehooting tab’s 2nd step:
Maybe not using the “‘nonce’ for more secure AJAX (background) methods.” will help you.

hi, not using caching yet. unchecked nonce. still display: none;.
reset the plugin, it showed the widget. once did layout setup and clicked to add code, it changes to display:none again.
