Widget Placement for Scalability

Hello.

I’m using Ocean WP as my theme and having trouble getting a blog category navigation bar positioned (it’s technically a custom html widget). I’d like to get it positioned to the right side of my blog pages but when scaling the window down on the x-axis, it overlaps the content.

I’d just like to know if there’s a way to have the right side of the content join the left side of the navigation widget.

Also wondering if there’s a way to get it to scroll on the y-axis when the window is scaled down on the y-axis or zoomed in on. This has been driving me crazy for several weeks.
