Widget Progress Bar

Whenever I go into my widget menu, I get a horizontal scrolling progress bar. I can click to make it go away, but when I select anything, it reappears. I can still work within it, but I’d like to know why it is showing up anyways. Seems like an error, but I don’t know how to get rid of it.
