Widgets cannot be placed

Hi. Suddenly, I cannot click-drag any of my widgets to any area. Although the four-headed arrow appears, the item cannot be moved and the display is apparently frozen. Should I try to drag, large areas of the screen become blue. I’ve tried this on my laptop, PC and iPad. The result is the same on all units. This is a new occurance, since this morning.
